I wouldn't put too much stock what the politician, both North and South, say
for public consumption. However, you are right about North Korea being a
basket case and needing a bailout by South Korea and the U.S. The problem
is the NK's want the bailout as much on their terms as possible so the devil
will be in the details of "behind-the-scenes" talks. Given our State
Department's
track record, we will probably give away the farm so the current administration
can claim a "diplomatic breakthrough." Meanwhile, little will change in North
Korea.
