I don't believe anyone on this List has proposed that the Soviets were
"incapable" of occupying all of Korea in 1945:  what I have said is that
their military resources were directed at acquiring Manchuria and its
environs and that it was convenient for them to suggest the US occupy the
South.  FEC did not wish this mission thrust on them and tried to get out
of it, but Washington insisted, and so the XIVth Corps was sent there as
occupation forces.
