Actually the Japanese built two 18-inch gunned battleships, Yamato and 
Musashi.  The British battlecruiser Furious was designed with two 18-inch 
guns.  She was completed in 1917 as a hybrid battlecruiser-carrier with an 
18-inch gun aft and a flight deck forward.  Not long after this the remaining 
18-inch gun was removed and replaced by a landing deck.  In addition, the 
United States Navy built one experimental 18-inch gun around 1920.
