I agree with Ed. All of the modern Russian sources indicate that Kim's forces 
kicked things off after several tests of South Korean defenses over the 
course of late 1949-early 1950. They only indicate Stalin got involved with 
Kim (who most of the Russians seemed to treat as a "draft dodger" hiding out 
in Manchuria until the Japanese were forced out of Korea, not a brave 
partisan leader) as a counterpoise to giving Mao final say on events in 
Northeast Asia.
