Well, Ed and other Korean War gurus can answer this better than I can.

Hodge was the commander-in-chief, the de facto president of Korea, and
serving under him were government "ministers".  Dean was "governor" in
charge of civil affairs, including Korean police activities.  Dean had the
misfortune of having to supprssing the Farmers Uprising of 1946 (47?) and
the Cheju 4.3 of 1948.

Wasn't Gen. Hodge the only military governor?
Did Gen. Dean replace Hodge?
If yes, when did that happen and
how long did he rule as military governor?
