Neither. Both are army units.  "Leopard" was partisans unit belonging to 
8th Army G-3 Miscellaneous Group, 8086th Army Unit.  It had its headquarters on
Paengnyong-do but Leopard units (Donkeys) were on most islands
off North Korea's west coast.  "Salamander" also belonged to the 8th Army 
G-3 Miscellaneous Group but with a "positive intelligence" (agent) mission.
