I have no information on James Quirk but I believe OPERATIONS
RESEARCH OFFICE (ORO) at Johns Hopkins did a study on PIO
and censorship in 1954 or 1955. It was clasified "Secret" at the time
and may be one of the ORO reports which haven't been declassified
yet. If it hasn't, it is only because no one has ever asked for it since
these studies were ordered declassified. If it has been declassified, you
may be able to obtain a copy from either the United States Military History
Institute, Carlisle Barracks, PA, or from the United States Army Center
for Military History in Washington, DC. I want to stress, I have only heard
of this study but do not know for certain if it exists or not.
As for censorship, my observation at the time was most was simple withholding
of tactical information from the media until such information was no longer
of value to the other side. Also at the time, most correspondents would
voluntarily sit on information which would be of value to the other side
when they developed the story until given the go-ahead. From a practical
standpoint, they almost had to because the military, the U.S. Embassy and
Korean Government, controlled all telephone, teletype and radio
communications into and out of Korea. The only way a reporter could get a
story out without using these was to physically have someone take the story
to Japan or to send it by mail (which at the time left much to be desired,
including APO mail.)
