You are confusing "implementation" with "decision."

Agreed to spelling of Syngman Rhee's name. Typo on my part.

The source for the conclusion is simple: North Korea invaded South Korea,
not the other way around. Read the recently released exchanges from
Russian archives between NK, the Soviet Union and Chinese Communist leaders
which took place in 1949 and early 1950. Those docs leave not doubt NK
intended to (and did) invade South Korea.
