ROKA strength, June 1950

Greetings all

I'm somewhat curious as to the dismissal of Cuming's ROK strength figures as
incorrect.  For his figures, Cumings (p858) cites:

RG319, Plans and Operations file, 091 Korea, KMAG study of ROKA, October 15,
1949;

KMAG G-3 Operations Report no. 51, June 9-16, 1950.

And a British Foreign Office report:

FO317, piece no. 84079, Tokyo to FO, enclosing a report by military advisor
Figgess, APril 19, 1950

Any thoughts on the apparent disparity in sources?
