What we are looking at is "planned strengths" vs "actual" strength.  If all 
the battalions and other units which existed "on paper" had been fully 
manned and equipped, the 100,000-man figure would have been fairly 
accurate.  As it was, the 46,968 strength figure is correct as of 1 May 
1950.  This is not say there were not some headquarters and support 
personnel not included in this figure.  But even so, it is unlikely to 
total was much more than 50,000 men on 25 June 1950.
