I can't get too far into things, but the reason that things like the EP-3 are 
still in use (and its USAF equivalent, the RC-135 and Army RC-12) are that 
the electromagnetic spectrum isn't as cooperative as some people would think. 
Some signals are very short ranged and highly directional, which means you 
have to use an "air breather" to get a look at them. 

Likewise, those platforms which have electro-optical suites (like drones or 
unmanned aerial vehicles) can not only find the signal you want but also show 
you which radar or other antenna was spining when you got it, a great aid in 
correlating signal to threat.
