Same way that "welfare queens" get their Cadillacs - one of two reasons - 
stupid VA workers who don't do their job, and, stupid VA workers who don't do 
their job.  Of course, everytime I've needed something, I get the one that 
has to cross every "t" and dot every "i"!!!
