Other than bureaucratic failure, the only reason to maintain a document 
classified after the 20-25 year automatic downgrade is if there is reference 
to someone still living that might jeopardize his/her life, or, if there is 
reference to a "technique" or operative methodology still in use, the 
revealing of which might jeopardize current or future intelligence 
operations.
