What's wrong with comparing events at different times in history?  By your
reckoning, what's to be learned?  Is there no value in, for example,
comparing military preparedness at the outbreak of the Korean War with, say
WWII,  Vietnam or any other war?   I don't find the review credible, but I
certainly think there is a place for "lessons learned".
