I agree with your point of view, and actually this is the main topic of 
argumentations in Argentine Press now: What will happen now? Will USA punish 
only the guilties or will punish the whole population of Afghanistan?.
This is not a secondary matter; if the US military actions are 
indiscriminate, even the Muslim population in many Arab countries 
traditionaly not related with Terrorism (Egypt, Saudi Arabia or even 
Pakistan) could feel sympathy for the general Afghan population and made 
greater the fire that USA is precisely trying to extinguish. Lybian 
president Gaddaffi had started to move in such direction, and even when 
anybody could take Gaddaffi seriously, this perhaps is a warning lite on.
