 CIA has had a long and unhappy tradition of great collection and processing 
 of intelligence information but lousy analysis. Two classic examples are 
 their January 1968 assessment that COSVN forces were too weak to conduct a 
 major series of attacks in the Republic of Viet Nam (delivered about a week 
 before Tet kicked off) and the 1979 assessment that the Shah of Iran was 
 firmly in charge of the country.
