Some one would have to look at where "Basque" Immigrants went to when 
they came to the United States from Spain.  In most cases it was in 
pretty large groups.  As I recall there is a large Basque community in 
New Mexico (Sheep Operations) and I am sure that at least some of them 
were drafted.  

As far as the Army identifying a soldier as Basque at that time, it is 
doubtful.
