Their main goal is the survival of the ruling regime.
The elite half-a-million or so north Koreans don't
experience the hardships the bulk of the population
does. As long as the Dear Leader keeps those people
under control and the people's Army reasonably
well-fed, he will let the masses get by as best they
can.
