I fully agree with your comments. That's why I said
several criteria may be used.

Even If we use the yardstick of healthcare, arts and education,
the North was also ahead of the South in the 50's and 60's.
North had free healthcare, arts and education by that time.
South instituted some form of general health insurance
coverage only in the 90's. Enough on this.......
