The TARZON and RAZON were designed, just like other guided bombs, to take out 
precision targets like single buildings, fortifications, ships and bridges. 
They weren't especially designed for anti-personnel uses. The Soviets had the 
same problem in Afghanistan with their FAB-3000, FAB-5000, and FAB-9000 
bombs, which weighed 3300, 11,500, and 19,800 pounds respectively. Latter was 
designed to kill a Missouri class battleship or Midway class carrier with one 
shot, and were not particularly good against troops and buildings.
