ysk has it right.  It is true that the Iraqi's had a
million man Army and a sophisticated air defense (sold
to them by the French).  One reason we were able to
take down the Iraqi air defenses is the French shared
the plans for the air defense system with us.  But the
Iraqis still shot down dozens of coalition planes. 
Also, the Iraqis were stupid.  All the Iraqi artillery
and their milion man army was no good to them because
Saddam was stupid enough to allow the US to build up a
500,000 man force outside of Iraqi artillery range and
then to pound them from the air for about 42 days
before the ground war commenced. The nK's are not that
stupid.  If Bush tried to bomb their WMD sites or any
nK installations, the nK would fight back from the
outset.  As a minimum they would use their artillery
to inflict as many casualties as possible on the US
and ROK forces.  They also have missiles capable of
striking anywhere in South Korea and to hit Japan.  If
we attacked anywhere in nK, I have no doubt 
the nK's would employ these missiles.  These are the
factors that will tie the President's hands.

And of course as ysk implies, the nK's may have
several nuclear weapons.  That would be a real
problem.
