Yes, many US news articles point out that technically,
at least, the two Koreas are still at war. The
Armistice was signed by military officers and Kim Il
Sung. There has never been a formal peace treaty
signed.
Should there be a resumption of hostilities, I guess
it could be considered a resumption of the 1950-53
conflict rather than the start of Korean War II.
However, the US military would probably issue another
service medal instead of awarding US participants the
previous medal.
