Thanks.  The Endicott/Hagerman book is where I found the reference.  I was able to assemble 21 names from their book.  Post-war POW debriefs by the U.S. indicate 38 signed GW confessions--that leaves 17 unidentified.  I had hoped this Chinese publication could shed some light on the remainder.

I have not seen that publication, but
some of the names are mentioned in
the book called "The US and Biological Warefare"(1998)
by Stephen Endicott.
