That is too bad he did that to Clinton. He was a very good leader.
Same thing happened to Harry Truman when he gave an award to a celebrated WW2 Soldier.

Yes, they did, but their comments and those of the father of one NCO were such that the "photo op" was heavily edited and shown without sound. The father very pointedly told Clinton he wasn't worthy to present such an honor to his son, and that was the printable quote which was backchanneled to nearly all DoD sites...
