This is US Policy to take the hits.
Kim IL does all the provacation.
He is looking for an excuse to sell his dire position.
 
Intersting he put his country in this mess becaseu they want to hold on to power.
It is a very tight nit group.
No much different then SK, just have a market economy with more power.
 
NK does not want to share power ans like other dictators uses his people as the shield.

Are you sure about that?
How about spy planes/intell operations?

That was certainly not the case in 1949 and prior to the outbreak
of the War.
