Ed,

The State Dept. did not look on Rhee favorably
and refused to issue visa to him to go to Seoul
at the end of WW II. MacA then helped Rhee
to fly to Seoul. (see Cumings)

Rhee was once head of Korean Provisional Govt
but he was removed from the position in the 20's.
