It was the State Department when it realized it had no one to
put in charge of Korea, went looking for someone and settled on Rhee to
head an "interim government" until elections could be held throughout the
country since Rhee was head of "The Korean Government in Exile" with
offices in Hawaii.
The State Dept. did not look on Rhee favorably
and refused to issue visa to him to go to Seoul
at the end of WW II. MacA then helped Rhee
to fly to Seoul. (see Cumings)
Rhee was once head of Korean Provisional Govt
but he was removed from the position in the 20's.
