That's true that he was working on Peace Treaty.
But Dulles visited Rhee about one week before the
outbreak of the K.W. He visited S.Korean troops
at the 38th parallel, met Rhee, and spoke at the
National Assembly. Note what he said in the speech:
"You are not alone. You will never be alone,
so long as you play worhily your part in the great design
of human freedom."(emphasis added)
Can you figure out what that means?
Dulles then flew to Tokyo and met with MacA, and
he was either in Japan or on the way back to the US
when the War broke out. If you don't trust Stone,
then check Enclyclopedia of the Korean War,
edited by Tucker (2000).
