HSU is not an easy medal to win unless you are the Chairman of the Party and award them to yourself (Brezhnev had four, all awarded by him to him, and which were stripped after he died due to an outcry from the Armed Forces). Out of some 26,000 Soviet troops who served in the theater from 1950 to 1953 22 HSUs is pretty low. 

Pilot losses are harder to calculate. I count right around 125 Soviet pilots KIA but would have to relook how many are combat and how many accident or medical (disease). Chinese change their numbers frequently. Our numbers are mixed together and in many cases (e.g. B-26 and B-29 aircraft) it's hard to sort out the pilots from the  other crew members.
