Well,

I think S.Korea had some artillery units and some WW II planes.

You will find detailed answers as to Rhee's intention if you
read I.F. Stone's book.

To give you a short answer, Rhee was either (1) a fool who really
thought ROK troops could occupy N.K. in three days
or (2) a desperate dictator who wanted to save his neck
by all means, including starting a general war, counting on
US help.
