   I beg your pardon.
   Caleb Carr in his new and very interesting book, "The Lessons of Terror, a 
history or Warfare against Civilians, why it has failed and why it will fail 
again", says on page 253, " We must remember that in 1950, when he recieved 
word that North Korea had invaded South Korea, President Harry Truman, taking 
the advice of his secretary of state, Dean Acheson, launched American planes 
in responce "before" UN approval had been obtained, which it was eventually".
   The US has always paid strict observance to UN Article 51 which permits 
military action in self-defense, but to nothing else.
