A comment on YSK's support of John's view of history:
The Korean history may support cross border raids, I don't know, Korean is a language I don't speak. But the point you should not lose sight of is that SK was militarily incapable of invading NK. What Rhee may or may not have wanted to do is irrelevant. Heck, we had some generals, politicians and administration members who wanted to go nuclear with the Russians. That doesn't really mean anything, nor does it necessarily prove intent. For all intents and purposes SK did not have an Army worthy of the name. NK did, and had every intention of using it to reunite the country under communist (specifically Kim IL Sung) rule. The fate of Korea was to have been decided by plebiscite. The communists blocked it. Heck, when all else fails, use force. Despite the pissant guerilla raids, the North was clearly the aggressor. If nothing else, the US was much better at keeping a lid on Rhee than Mao and Uncle Joe were with The Great Leader.
