This was another clever idea of the US to justify 
establishment of a separate government in the South.

South had twice the population of the North; and
all anti-Rhee, leftist orgs were driven underground at the time,
and most of the anti-Rhee, progressive leaders were in jail in the South.
Under such circumstances, a free election would not have
been possible.
