I think this is a new plan with intent to use mini-Nuke.
Wasn't it leaked by Congress people, not the administration?

During the K.W., there were many studies and plans
to use the bomb, but it was never carried out due to fear
of the world reaction(opposition of Britiain in particular)
and the unsuitability of the Korean terrain.
Some of these old documents are, I believe, now
declassified. Have anyone seen them?
