It wasn't so much WWII thinking but a matter of money. Congress cut back
so much on funds for the military that there was very little for R&D and
even less for procurement of the few new weapons R&D developed. Thus, when
the Korean War began, the Army, Marines and Navy had to fight with WWII
weapons, ammunition & equipment. The only service that anything really new
was the Air Force. Even that was limited.
