The northern border of Vermont is [roughly] 45° N, a good bit farther north 
than Korea.  Charlottesville, VA is 38° N.  If latitude was the determining 
climate factor, London would be frozen in at 51° N & Charlottesville would 
be as cold as Korea.  It's not.  Point being weather is dependent on a lot 
more variables than latitude.

I doubt that the latitudes of Korea & Canada overlap by much.  Windsor is 
42° N & Canada extends well up into the Arctic.
