FORGOTTEN WAR, for details.

There are many, many other web sites which cover this.  The Soviet boycott
of the Security Council began in very early 1950 and was a protest against
the refusal of the UN to seat the Chinese Communist government in the UN in
place of the ROC;  the boycott ended on 1 AUG 50.
