How about a comedy of errors by the Soviet Union.  As I remember what 
happened, the entire Soviet delegation walked out two or three weeks before 
the KW began -- in protest about some vote in General Assembly -- and the 
top Soviet delegates returned to Russia, leaving only low level 
functionaries to handle routine business.  Thus, when NK attacked SK, and 
the U.S. called an emergency session the Security Council and got the 
resolutions it wanted passed,  there was no one accredited to represent the 
Soviet Union in the Security Council and cast a veto.  It was several days 
before the Ambassador and senior staff was able to return and by then it 
was too late & the resolutions were in effect.

And as for the Soviet Union instigating the attack by the DPRK on SK, 
Soviet era archives indicate the Soviet Union was against an attack but 
finally agreed to support NK after it was apparent NK was going to attack 
whether the Soviet Union agreed or not.  The same archives indicate the 
Soviet Union, like the DPRK, didn't expect the U.S. to physically support 
ROK and thought, given the disparity between the NK Army and SK Army, it 
would be a cakewalk for North Korea.
