In June 1948, North Korea's newly activated army conducted training 
exercises along and just north of the 38th Parallel.  It caused quite a 
stir at the time and U.S. forces went on alert for possible invasion.  At 
that point, North Korea said "Sorry.  We'll keep you informed when we 
conduct military exercises."  And did, later in 1948 for winter exercises 
in Nov-Dec, again spring of 1949 for exercises in June-July and again for 
winter exercises in Nov-Dec.  Each time forces south of the parallel would 
go alert but by Nov-Dec 1949, the newly formed ROK army more or less 
shrugged and watched with a, "What? Again?" attitude.  Thus, North Korea 
announced spring exercisers for late June 1950, ROK and US military paid 
little attention as equipment/men, etc began moving around just north of 
the 38th Parallel.  Long term planning for an invasion.
