An add to this post: Sometime in early Dec 1949, U.S. & ROK military
intelligence discovered that EVERY net they had in NK had been compromised
so shut all existing nets down and began establishing new nets. This
effort was in its early stages when the war started. Thus there was no
reliable "positive" intelligence coming out of NK from Dec 1949 on. At
that point time, the Agency was new in Korea so didn't have any meaningful
nets operational either.
