| I concur with Ed. The Russian/Korean symposium held in Moscow in 2001 all came to the general agreement that while ROK forces were making pinprick raids across the border the KPA was "locked and cocked" and just waiting for an excuse to charge south on a "counteroffensive". Some of their conclusions are seen through red-tinged glasses (the apparatchiks froim 1950 wanted to cover themselves as best they could, so some historical documents were skewed to get them off the hook for letting Kim start the fight on his own rather than get formal permission to go) but by and large their conclusion is that there is NO WAY the South could have started the war.
