I think you exaggerate the control that the US
commander has over ROK troops.  

Over the more than 50 years since Sygnman Rhee gave
MacArthur (and his replacements) control of the ROK
Army, ROK Army troops often acted on orders from their
own government and chain of command.  A good example
is the release of thousands of enemy POWs on Rhee's
orders in an effort to undermine an Armistice. 
General Clark did not order that yet the ROKA troops
did it.  Another example is the movement of elements
of a ROKA division off the DMZ by Roh Tae Woo to
support Chun Doo Hwan.  Believe me, General Wickham
did not order that, but the ROK troops did it.

When the ROK Army leadership wants something done, ROK
officers and soldiers will do it no matter what the US
commander thinks, to include planting minefields.
