Don't see how unless he was in intelligence at the time.  And, yes, most of 
the information has been declassified although a lot is still awaiting 
declassification.

Learning Japanese was a matter of learning a new vocabulary and a few new 
speech patterns after one knows Korean.  I believe it harder to learn 
English than Korean or Japanese. (My personal opinion only.)
