Seems as if we are always on the short end of the stick. We never know what to do with the intel that comes in. either no one believes it or  it is out in the  files for future action.  Someone is always sitting on their duff and the job does not get done.

pre 9-11 there was a good deal of info that was gathered and no one shared so the math did not work out

We are not by ourselves in the intel failure. North Korean and Russia did not think that the US had the will to fight another war over a little know country. The Japanese did not think that we could come back and they woke the sleeping giant. Russia thought they could go into Afghanistan and with modern weapons win easily. They found out and we will also that you cannot win a guerrilla war without a heap of sacrifice.
