Marc,

The NSA assessment (albeit seen through SIGINT eyes) is similar but they have 
some different explanations. CIA was not trusted as a source of anything in 
FEC due to their tendency to miss on a regular basis. The poor  Indian 
ambassador got blown off as there was a fervent belief at the time that all 
Indians were leftist/socialists and not to be trusted. 

I seem to recall that Bedell Smith was also another one of those on the SHAPE 
staff who didn't think the Germans could mount an attack in the Ardennes, 
either.
