You might not wish to admit that the North Korean regime is capable of such things.  But no operation of the magnitude of the Blue House raid--or the Rangoon bombing, the airliner bombing, etc.--would have taken place without the consent of Kim Il-sung.  
These were North Korean regime operations, not ROK or U.S. plots.    North Korea was and is the most highly centralized state in the world.
