Prof. Cumings' book (Origins of Korean War, vol.I, p. 534)
contains some useful info on him.

According to Cumings, the correct name is Leonard Bertsch.
He was a Havard-educated lawyer from Ohio.
He arrived in S.K. in early 1946 and served in the
US military government as a political adviser to
Arnold & Hodge (as Ist Lt.) He had extensive
contacts with S.Korean leaders and promoted
a coalition government of moderates, including
Yuh Un Hyong, in S.K. It is not clear when he
joined the Army. Anyway, it seems he was a good
friend of Korea. He stayed in Korea until 1948.
