It will take 1/8 of South Korea's GDP for one year to bring North Korea up to a level
in which there could be reunification.  South Korea will get strong enough eventually
to absorb the North in my opinion.  Right now the North is sending some of it's
best and brightest to study Economics and English in England.
  
The US has THE BOMB.  If South Korea had THE BOMB then US forces
wouldn't be needed to blow away the North once hostilities started.
That's my scary reasoning for lowered ground troop presence and more
logistical support for intelligence and doomsday platforms.

If Koreans are left alone, it is most likely that both Koreas will
continue or enhance current policy of  peaceful co-existence and cooperation.
It is highly unlikely for them to restart the War at this time
since both sides are afraid of destroying what they have
rebuilt so far and their military strengths are quite comparable.
S.K. is also much stronger in economic terms, and it may even
be able to absorb N.K. in the future through economic exchanges.
