This is from army.mil - Go to this link and do a search for "154" - that will
take you to a paragraph regarding the burning, demolition, and bombing of
pyeong.yang that the DPRK like to exagerate.

Search for "scorched" on this page and you'll see that after Ridgway took
command he stopped the scorched earth tactics (not to mention the retreat).
Remember that when the ROK Army first abandoned Seoul they blew all the
bridges over the Han River irresponsibly, trapping lots of KOreans. The
North Koreans did the chicken wire with mass execution thing - and that was a
lot more personal and brutal than scorched earth.
So, scorched earth tactices did occur during Walker's retreat (according to
www.army.mil). However, as I said Pyeong.yang enjoys exagerrating these
reports. I certainly don't sympathize with the DPRK government, though I
would like to see peaceful democractic reunification through economic
absorption into a liberal-democracy. (I.E. Elected officials, multiple party
system, checks and balances, individual rights, trial by jury).
