When a hostile incident happens, who has the command control of ROK military?

That's a good question.

When the S.K. naval ships were getting close to
N.Korean ships (or vice versa),
they must have reported it to S.K. commanders in Seoul.
Did S.K. commanders in Seoul report it to the US commander?
If so, what did the US commander tell to the S.Korean commanders?

When does the operational control over S.K. forces comes
under the US commander? At the point of hostile fire?
Or at any point of dangerous situation?
