Most of the deciphered Soviet era telegrams are from the old Soviet State Archives and are as they arrived in Moscow. What you are seeing are translations of the record copies the Soviets kept of all correspondence with their ambassadors and military attaches. For the most part, I have not seen any yet that have been released since 1991 which could be called "doctored". The US Government has had nothing to do with them, so they are generally straight from the Soviet mindset of the time.

Khrushchev's memoirs were given a KGB edit before release, as they were from the Soviet era. Big difference today.
